Answer: Civil Servants play an important role in a welfare state. They ensure socio-economic development and environmental protection at grassroots level, through policy making and implementation.

In India, bureaucracy can be traced back to the times of Mauryas and Mughal, however the present administrative system is based on British pattern.

Warren Hastings was the first to lay the foundation of Civil Service in India, under British reign.

But, it was Cornwallis who reformed and modernised the Civil Services. So, he is called as the ‘Father of Civil Services in India’.

Cornwallis divided the Civil Services into two divisions:
