Answer: Conflict of interest in public service refers to the scenario when there is dilemma between personal and public interest and where serving other against another affects interest.
As can be illustrated through above Venn diagram where personal advantages dominate over public:
- Public institutions affected by interest conflict. For example when an official leaking of information to other persons which might be of personal advantage to him later.
