August Offer-1940
- On August 8, 1940, Lord Linlithgo offered a set of proposals to the Congress for securing its cooperation during the Second World War.
- It turned down the Congress’ demands for setting up the provisional national government but made alternate proposals which includes
- A representative constitution making body to be set up after the war
- Increase in the number of Indians in the Viceroy’s Executive Council
- Dominion status at some unspecified future
- Setting up a War Advisory Council with Indians in it
- Recognition of the rights of the minority
