Management of Solid Waste
The Ministry of Environment, Forest and Climate Change (MoEFCC) on 9 December 2024 has released the Draft Solid Waste Management (SWM) Rules, 2024 for wider public consultations.
- It will replace Solid Waste Management Rules, 2016; focuses on waste segregation, circular economy, and compliance.
Key Provisions
- Mandatory segregation into biodegradable and non-biodegradable waste.
- Sanitation workers can refuse unsegregated waste; fines for non-compliance.
- Polluter Pays Principle enforced.
- 5,000 sqm units must segregate waste, compost biodegradable waste, and give recyclables to authorized collectors.
- Emphasis on market-based waste management.
- Promotes waste-to-energy and recycling into products.
- CPCB to manage centralized portal for registration and returns.
