Answer: Good Governance refers the governance where public authority is transparent and accountable for its service delivery. Good governance includes people participation, Rule of law, transparency responsiveness, equity and inclusiveness, effectiveness and efficiency and accountability.

India for the first time in 2001, in National Human Development Report outlines the good governance approach. Later, Model Code of Governance drafted by a committee of chief secretaries that provides essential elements of good governance such as:

  • Developing programme for weaker section
  • Technology and system improvement
  • Financial Management and budget sanctity
  • Accountability and transparency
