COVID-19 has exposed the vulnerability of urban casual workers. What are casual workers? What measures government of India has taken for the welfare of casual workers?

Answer: A casual worker can be defined as a temporary employee with limited entitlements and lack of employment security. Casual workers account for 11.2% of urban workers in India (PLFS 2020), a significant number of which are migrant workers.

Several of these workers have either lost their jobs or are working under unsafe conditions and are more vulnerable as compared to organized and permanent workers.

Measures taken by the Government

  • Launch of eShram portal to form an authentic database of casual workers.
  • Aatmanirbhar Bharat Rojgar Yojana –Employers are incentivised for restoration of loss of employment during COVID-19.
