Local self-government’s aim is to achieve peoples’ participation in administration. It endeavours for democratic decentralisation and peoples’ participation in decision making.
During colonial rule, local self-government for the first time formed during Crown’s rule during 1864-1868.
Lord Mayo, in his resolution in 1870, emphasised that for the better financial resources of provinces, it is important to supervise at local level tax collection.
Lord Ripon, in his resolution in 1882, asked the provincial governments to apply same principle of financial decentralisation that Lord Mayo had begun towards them. The main points were as follows:
