Wavell Plan & Shimla Conference
- The breakdown of the Gandhi-Jinnah talk convinced Wavell, the then Governor General, that this initiative should come from the government. He offered a plan to end the constitutional dead lock. For this purpose he summoned a conference of all the leaders of all political parties at Shimla in 1945.
- The main proposals of the Wavell plan were as follows:
- With the exception of Governor General and commander in chief, all members of the executive council were to be Indians.
- All portfolios, including those of War members were to be held by Indians.
- Hindus and Muslims were to have equal representations.
