When governments dole out gifts, before or after election, it is considered as freebie. There is no such thing as a freebie in economics because ultimately somebody has to bear the cost of the supposedly free giveaways.

Constitutional Provisions: Freebies violates/contradicts Articles 14 (equality before law), 162 (executive power of a State), 266(3) (expenditure from Consolidated Fund of India) and 282 (Discretionary grants) of the Constitution.
