Constitutional Provisions
- Article 309: Recruitment and conditions of service of persons serving the Union or a State Subject.
- Article 310 (1): Civil Servant holds the office during the pleasure of President of India.
- Article 311: Removal of Civil Servant mustn’t be by an authority subordinate to the one appointing him i.e., only President can remove a Civil Servant.
- Article 312: Creation of one or more All India Services. It is the special power of Rajya Sabha to add services at national level.
- Article 315: Creation of Union Public Service Commission
- Article 320: Responsibility of UPSC to conduct examination for Civil Servant’s recruitment.
