​Odisha Approved Proposal for Legislative Council

  • The Odisha government has approved a proposal for setting up a legislative council (LC) in the state.
  • As per Article 169 of the constitution, Parliament may, by law create or abolish the second chamber in a state if the Legislative Assembly of that state passes a resolution to that effect by a special majority.
  • The special majority implies a majority of the total membership of the Assembly and by a majority of not less than two-thirds of the members of the Assembly present and voting.
