  • Vague Legal Provisions: Manual scavenging appears to be unaffected by the 2013 Act if it is carried out while wearing sufficient and suitable protective gear. However, the definition of protective clothing in the Act is ambiguous. For instance, there have been occasions where contractors have claimed that a handkerchief is sufficient protection from harmful vapours for workers.
