निर्देषः-

1. प्रश्न पत्र के दो खण्ड हैं। प्रत्येक खण्ड से कम से कम दो प्रश्न करना अनिवार्य है। कुल पाँच प्रश्नो के उत्तर दीजिए।

खण्ड-अ (Section-A)

1. निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
   (अ) ‘‘भारत में सिविल सेवा स्टील फ्रेम से प्लास्टिक फ्रेम में परिवर्तित हो चुकी है।’’
   (ब) ‘‘भारतीय प्रशासन का मूल दर्शन संविधान की प्रस्तावना में निहित है।’’
   (स) ‘‘मंत्रिमंडल सचिव की तुलना, राज्यों में मुख्य सचिव से न की जा सकती है और न ही की जानी चाहिए।’’
   Write short note on any two of the following in not more than 300 words :
   (a) “Civil services have changed into plastic frame from steel frame in India.”
   (b) “The main philosophy of Indian Administration is inherent in the Preamble of the Constitution of India.”
   (c) “The Cabinet Secretary cannot be compared with Chief Secretary in State and should not be compared.”
2. ‘‘स्वतंत्रता के पश्चात भारत में संघवाद के अनेक स्वरूप प्रचलित रहे हैं यद्यपि उनमें निर्णायक भूमिका राजनैतिक तत्वों की रही है।’’ उक्त कथन का परीक्षण कीजिये।
   “After Independence, there have been various types of federalism but decisive role was that of political elements.” Examine the above statement.
3. ‘‘राष्ट्रपति मात्र एक रबर स्टैम्प है।’’ संसदीय लोकतंत्र के संदर्भ में इसका आलोचनात्मक परीक्षण कीजिये।
   “President is only a rubber stamp.” Critically analyse the statement in context of parliamentary democracy.
4. राष्ट्रीय विकास परिषद की संरचना, कार्यों एवं अधिकारों का परीक्षण कीजिये।
   Examine the Organisation, function and powers of National Development Council.

खण्ड-ब (Section-B)

5. निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
   (अ) ‘‘राज्यपाल की दोहरी भूमिका, केंद्र-राज्य सम्बन्धों में तनाव का एक प्रमुख कारण है।’’
   (ब) लोक लेखा समिति के कार्य की प्रकृति शव परीक्षण की तरह है।
   (स) वित्त मंत्रालय द्वारा बजट पर नियंत्रण के औचित्य का परीक्षण कीजिये।
   Write short note on any two of the following in not more than 300 words :
   (a) “Dual role of Governor is the main reason of strained relation between Center-State.”
   (b) The nature of functions of Public Accounts Committee is like post-mortem.
   (c) Analyse nature of rationale of control on budget by Ministry of Finance.
6. ‘‘संविधान संशोधनों के 73वें और 74वें संशोधन ने प्रतिनिधि-परक लोकतंत्र को सहभागी लोकतंत्र में बदल दिया है।’’ उक्त कथन की समीक्षा कीजिये।
   “The 73rd and 74th Constitution Amendments have changed representative democracy into participatory democracy.” Review the above statement.
7. सुशासन के सन्दर्भ में जिला प्रशासन की भूमिका का परीक्षण कीजिये। क्या वर्तमान भारतीय परिदृश्य में जिला सरकार की अवधारणा को लागू कर पाना संभव है?
   Analyse the role of district Administration in the context of Good Governance. Is it possible to implement the concept of District Government in current Indian scenario?
8. ‘‘मंत्री-लोकसेवक का सुचारू सम्बन्ध, सुदृढ़ लोकसेवा का आधार है।’’ विगत वर्षों में आयोग संबंधों में परिवर्तन के सन्दर्भ में उक्त कथन का परीक्षण कीजिये।
   “Smooth relationship between Minister-civil servants in the foundation of solid civil service. Examine the statement in the context of change occurred in the relationship in the last few years.”
