निर्देषः-

प्रश्न पत्र के दो खण्ड हैं। प्रत्येक खण्ड से कम से कम दो प्रश्न करना अनिवार्य है।
कुल पांच प्रश्नों के उत्तर दीजिए, सभी प्रश्नों के अंक समान हैं।

खण्ड-अ (Section-A)

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
(अ) भारत में संसदीय लोकतंत्र की दुर्बलताओं की विवेचना करें।
(ब) भारत में उच्च लोक सेवकों के प्रशिक्षण की विधियों की विवेचना कीजिये।
(स) भारत में योजना आयोग के संगठन, कार्यों और अधिकारों का वर्णन करें।
Write short note on any two of the following in not more than 300 words :
(a) Discuss the weak points of Parliamentary Decmocracy in India.
(b) Discuss the methods of Training for the Higher Civil Servants in India.
(c) Describe the organisation, power and functions of Planning Commission in India.
प्रशासन पर कौटिल्य के विचारों और वर्तमान प्रशासन में उसकी प्रासंगिकता की विवेचना करें।
Discuss Kautilya's ideas on administration and its relevance in present administration.
एक गठबंधन सरकार के अंतर्गत भारतीय प्रधानमंत्री की भूमिका की समीक्षा कीजिए।
Examine the role of the Indian Prime Minister in a Coalition Government.
भारत के नियंत्रक एवम् महालेखा परीक्षक के अधिकारों, कार्यों एवम् भूमिका की विवेचना कीजिए।
Discuss the power, functions and the role of the Comptroller and Auditor General of India.

खण्ड-ब (Section-B)

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
(अ) भारत में राज्य प्रशासन में भ्रष्टाचार को नियंत्रित करने में लोक आयुक्त की भूमिका का परीक्षण कीजिए।
(ब) त्रिस्तरीय पंचायती राज व्यवस्था में ग्राम पंचायत का एक महत्वपूर्ण स्थान है। टिप्पणी कीजिए।
(स) अपने राज्य की नगर स्थानीय निकायों की समस्याओं को आलोकित कीजिए।
