निर्देषः- 1. प्रश्न पत्र के दो खण्ड हैं। प्रत्येक खण्ड से कम से कम दो प्रश्न करना अनिवार्य है। कुल पाँच प्रश्न कीजिए।

2. सभी प्रश्नों के अंक समान हैं।

खण्ड-अ (Section-A)

1. निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
   (अ) ‘‘भारतीय संघवाद का एक असामान्य गुण यह है कि यहां राज्यों के अस्तित्व तक का कोई स्थायित्व नहीं है।’’ टिप्पणी कीजिए।
   (ब) कार्यकाल पद्धति जिले के अनुभव की कीमत पर कार्यालय को सशक्त बनाती है। टिप्पणी कीजिये।
   (स) राज्य स्तरीय नियोजन प्रक्रिया।
   Write short notes on any two of the following in not more than 300 words :
   (a) “An unusual features of Indian federalism is that there is nothing permanent about the very identity of the State.” Comment.
   (b) “Tenure system strengthens the office at the coast of district experience.” Comment.
   (c) State level planning process.
2. ‘‘जड़े हिन्दू या मुगल हो सकती है, परन्तु संरचनात्मक स्वरूप तथा उनके परिचालनात्मक व्यवहार ब्रिटिश राज की ही विरासत हैं।’’ विश्लेषण कीजिए।
   The roots may be Hindu or Mughal, but the structural forms and their operational behavioural are the legacies of the British Raj. Analyse.
3. ‘‘भारत का राष्ट्रपति एक शून्य अथवा रबर स्टाम्प मात्र नहीं है।’’ उदाहरण सहित व्याख्या कीजिए।
   The President of India is not cipher or mere rubber stamp.” Explain.
4. भारत में लोक उद्यमों की स्वायत्तता की समस्याओं की विवेचना कीजिये।
   Discuss the problems of autonomy of Public enterprises in India.

खण्ड-ब (Section-B)

5. निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
   (अ) लोक लेखा समिति
   (ब) राज्यपाल की विवेकाधीन शक्तियां
   (स) महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारण्टी अधिनियम
   Write short note on any two of the following in not more than 300 words :
   (a) Public Account Committee.
   (b) Discretionary powers of the governor.
   (c) MANREGA
6. 73वें तथा 74वें संविधान संशोधनों के मध्य सादृश्ताओं को अंकित कीजिये।
   Enlist the affinities of the 73rd and 74th Constitutional Ammendment Acts.
7. ‘‘केन्द्रीय समाज कल्याण बोर्ड जन अपेक्षाओं पर खरा नहीं उतरा है।’’ विवेचना कीजिये तथा इसमें सुधार हेतु अनुशंसाएं दीजिये।
   “The central social Welfare Board has not come up to the people.” Discuss and suggest measures for its improvement.
8. कानून एवं व्यवस्था बनाये रखने में राज्य अभिकरणों की भूमिका की व्याख्या कीजिये।
   Discuss the role of the agencies in the maintenance of law and order.
