निर्देषः- 1. प्रश्न पत्र के दो खण्ड हैं प्रत्येक खण्ड से कम से कम दो प्रश्न करना अनिवार्य है। कुल पाँच प्रश्न कीजिए।

2. सभी प्रश्नों के अंक समान हैं।

खण्ड-अ (Section-A)

1. निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
   (अ) जिला योजना समिति।
   (ब) संसदीय लोकतंत्र।
   (स) वित्त मंत्रालय की भूमिका।
   Write notes on any two of the following in not more than 300 words :
   (a) District Planning Committee
   (b) Parliamentary Democracy
   (c) Role of Finance Ministry
2. ब्रिटिश काल में प्रशासन की प्रमुख विशेषताओं का आलोचनात्मक विश्लेषण कीजिये।
   Critically analyse the main features of administration during British period.
3. राष्ट्रीय स्तर पर योजना निर्माण की प्रक्रिया का आलोचनात्मक परीक्षण कीजिए।
   Critically examine the process of plan formulation at the national level.
4. राष्ट्रपति तथा प्रधानमंत्री के बीच सम्बन्धों का परीक्षण कीजिए।
   Examine the relation between the President and Prime Minister.

खण्ड-ब (Section-B)

5. निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
   (अ) महिला कल्याण के कार्यक्रम।
   (ब) केन्द्र तथा राज्यों के बीच प्रशासनिक सम्बन्ध।
   (स) भारत में प्रशासनिक सुधार।
   Write short note on any two of the following in not more than 300 words :
   (a) Programmes for the welfare of women.
   (b) Administrative relation between Center and State.
   (c) Administrative Reforms in India.
6. एक गठबंधन सरकार में मुख्यमंत्री की भूमिका का परीक्षण कीजिए।
   Explain the role of Chief Minister in a coalition government.
7. राजनयिक एवं स्थायी कार्यपालिका के सम्बन्ध में कुछ समय में आये परिवर्तनों का परीक्षण कीजिए।
   Explain the changes appearing for some time now in the relationship between political and permanent executive.
8. जिला ग्रामीण विकास अभिकरण की रचना तथा कार्यों की विवेचना कीजिए एवं गरीबी उन्मूलन में इसकी भूमिका का मूल्यांकन कीजिए।
   Discuss the composition and function of district Rural Development Agency and evaluate its role eradication of poverty.
