निर्देषः- 1. प्रश्न पत्र के दो खण्ड हैं। प्रत्येक खण्ड से कम से कम दो प्रश्न करना अनिवार्य है।

2. सभी प्रश्नों के अंक समान हैं।
Note:- (i) The paper consists of two sections. Answer at least two questions from each section. Attempt Five questions in all.

(ii) All questions carry equal marks.

खण्ड-अ (Section-A)

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
(अ) भारत के नियंत्रक एवं महालेखा परीक्षक।
(ब) 73वें संविधान संशोधन अधिनियम की विशेषताएं।
(स) योजना आयोग की भूमिका
Write note on any two of the following in not more than 300 words :
(a) Comptroller and Auditor General of India.
(b) Characteristics of 73rd Constitutional Amendement Act.
(c) Role of Planning Commission.
प्रशासन के विषय में कौटिल्य के विचारों की विवेचना कीजिए।
Discuss the view of Kautilya about Administration.
भारतीय संघवाद की उभरती प्रवृत्तियों का परीक्षण कीजिये।
Examine the emerging trends of Indian Federalism.
एक गठबंधन सरकार में प्रधानमंत्री की भूमिका का आलोचनात्मक मूल्यांकन कीजिए।
Critically evaluate the role of Prime Minister in a Coalition Government.

खण्ड-ब (Section-B)

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
(अ) ग्रामीण क्षेत्रों के विकास हेतु विशेष कार्यक्रम।
(ब) लोक सेवकों का प्रशिक्षण
(स) भारतीय प्रशासन में सामान्यज्ञ बनाम विशेषज्ञ बहस।
