निर्देषः- 1. प्रश्न पत्र के दो खण्ड हैं। प्रत्येक खण्ड से कम से कम दो प्रश्न करना अनिवार्य है। कुल पाँच प्रश्न कीजिए।

2. सभी प्रश्नों के अंक समान हैं।

खण्ड-अ(Section-A)

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
(अ) भारत में संसदीय लोकतंत्र।
(ब) नगरीय स्थानीय निकायों की स्वायत्तता।
(स) प्रशासन में जनसहभागिता का महत्व।
Write short note on any two of the following in not more than 300 words :
(a) Parliamentary democracy in India.
(b) Autonomy of urban local bodies.
(c) Importance of people's participation in administration.
भारतीय संघ में राज्यपाल की भूमिका का आलोचनात्मक परीक्षण कीजिए।
Critically examine the rule of Governor in the Union of India.
‘‘केन्द्रीय सचिवालय संघीय सरकार का प्रमुख कार्यपालक यन्त्र है और केन्द्रीय विषयों के प्रशासन के लिए जिम्मेदार होता है।’’ इस कथन के संदर्भ में केन्द्रीय सचिवालय की भूमिका का परीक्षण कीजिए।

संघ लोक सेवा आयोग की भूमिका का आलोचनात्मक मूल्यांकन कीजिए तथा सुधार हेतु अपने सुझाव दीजिए।
Critically evaluate the role of the Union Public Service Commission and give your suggestions for improvement.

खण्ड-ब (Section-B)

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
(अ) जिला नियोजन समिति
(ब) ब्रिटिश विरासत और भारतीय प्रशासन
(स) राज्य प्रशासन में मुख्य सचिव की भूमिका
Write short note on any two of the following in not more than 300 words :
(a) District Planning Committee.
(b) British Legacy and Indian Administration.
(c) Role of Chief Secretary in State Administration.
विभिन्न महिला कल्याण कार्यक्रमों की विवेचना कीजिए। उनमें आई प्रशासनिक समस्याओं का भी उल्लेख कीजिए।
Discuss the various programmes for the welfare of women. Also indicate the administrative problems in it.
कानून-व्यवस्था बनाए रखने में केन्द्रीय अभिकरणों की भूमिका का परीक्षण कीजिए।
Examine the role of central agencies in maintaining law and order.
भारत में प्रशासनिक सुधार की आवश्यकता पर प्रकाश डालिए। द्वितीय प्रशासनिक सुधार आयोग की प्रमुख संस्तुतियों का परीक्षण भी कीजिए।
Throw light on the need for administrative reforms in India. Also examine the main recommendations of the 2nd Administrative Reforms Commission.
