निर्देषः-

प्रत्येक खण्ड से कम से कम दो प्रश्न करना अनिवार्य है।
कुल पाँच प्रश्न कीजिये
सभी प्रश्नों के अंक समान हैं।

Note:-

(i) Answer at least two questions from each section is compulsory.

(ii) Attempt Five questions in all.

(iii) All questions carry equal marks.

खण्ड-अ (Section-A)

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
(अ) ‘‘1773 के रेगुलेटिंग एक्ट द्वारा भारत में ब्रिटिश प्रशासन की नींव डाली गई।’’
(ब) ‘‘मुगल प्रशासनिक व्यवस्था स्वभावतः एक सैनिक शासन और केन्द्रीकृत तानाशाही थी।’’
(स) ‘‘राज्य नीति के निदेश सिद्धान्त अपनी दिशा और अंतर्वस्तु की दृष्टि से समाजवादी हैं।’’
Write short note on any two of the following in not more than 300 words :
(a) “Regulating Act, 1773 laid the foundation of the British administration in India.”
(b) “The Mughal administrative system was a military rule by its nature and was a centralised despotism.”
(c) “The Directive Principles of State Policy are socialistic in their direction and contents.”

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
(अ) ‘‘लोक सेवाओं में आरक्षण नीति का प्रशासन की कार्यकुशलता पर प्रभाव।’’
(ब) ‘‘सार्वजनिक व्यय पर संघीय वित्त मंत्रालय का नियन्त्रण।’’
(स) ‘‘विकास प्रशासन में जिलाधीश की भूमिका।’’
Comment upon any two of the following in not more than 300 words :
(a) “Impact of policy of reservation in public service on the efficiency of administration. ”
(b) “Control of Union Ministry of Finance on public expenditure.”
(c) “Rule of District Collector in Development Administration.”
