निर्देषः- 1. कुल पाँच प्रश्नों के उत्तर दीजिए। प्रत्येक खण्ड से कम से कम दो प्रश्न करना अनिवार्य है।

2. सभी प्रश्नों के अंक समान हैं।

खण्ड-अ (Section-A)

निम्नलिखित में से किन्हीं तीन पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 200 शब्दों से अधिक की न हो :
(अ) ‘‘आदेश-परामर्श आधारित सूत्र-परामर्शी द्विभाजन का विभेदीकरण अवास्तविक है।’’
(ब) ‘‘पदसोपान कठोरता लाता है तथा प्रशासन में मानव सम्बन्धों पर प्रभाव डालता है।’’
(स) ‘‘संचार साझा उद्देश्य की साझा समझ है।’’
(द) ‘‘पर्यवेक्षण, दूसरों के कार्य का, प्राधिकार के साथ निर्देशन है।’’
Write short note on any three of the following in not more than 200 words :
(a) “Dichotomy of Line - staff based on command-advice distinction is unreal.”
(b) “Hierarchy brings in rigidity and affects human relationship in administration.”
(c) “Communication is shared understanding of the shared purpose.”
(d) “Supervision is the direction accomponished by authority of the work of others.”
टेलर द्वारा प्रतिपादित वैज्ञानिक प्रबन्धन के तंत्र, उद्देश्य तथा सिद्धान्तों का परीक्षण कीजिये।
Examine the mechanism, objective and principles of scientific management as propounded by Taylor.
लोक प्रशासन अध्ययन के मानव सम्बन्ध उपागम में हॉथर्न प्रयोगों की महत्ता का परीक्षण कीजिये। इस उपागम के उभरने के कारकों को भी प्रस्तुत कीजिये।
Examine the importance of Hawthrone experiments in the human relation approach to the study of Public Administration. Also narrate factor for the emergence of this approach.
मॉस्लो के उत्प्रेरण सिद्धान्त का विवेचन कीजिये। क्या उसका आवश्यकताओं का पदासोपान आज भी सत्य है? उसके सिद्धान्त की आलोचना भी प्रस्तुत कीजिये।
Discuss Maslow's Theory of motivation. Is his sequencing of needs true even today? Also give critism of his theory.

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
(अ) पद वर्गीकरण बनाम श्रेणी वर्गीकरण
(ब) सामान्यज्ञ-विशेषज्ञ विवाद
(स) रिग्स का साला प्रतिमान

(b) Generalist-specialist controversy.
(c) Sala model of Riggs.
निष्पादन बजट क्या है? यह लाइन आइटम बजट से किस प्रकार भिन्न है? इसके गुणों तथा दोषों का पारम्परिक बजट के संदर्भ में विवेचन कीजिये।
What is a Performance Budget? How is it different from a line-item budget? Discuss its merits and demerits in relation to traditional budget.
तुलनात्मक लोक प्रशासन अध्ययन की आवश्यकता तथा उसके महत्व का विवेचन कीजिये। उसमें रिग्स के योगदान का परीक्षण भी कीजिये।

प्रशासन पर नागरिकों के नियंत्रण पर एक लेख लिखिये। क्या यह यथेष्ट तथा प्रभावी है? वर्तमान परिदृश्य को भी उजागर कीजिये।
