खण्ड-अ(Section-A)

निम्नलिखित में से किन्हीं तीन पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 200 शब्दों से अधिक की न हो :
(अ) ‘शास्त्रीय लेखकों’ का विचार कि प्राधिकार उत्तरदायित्व के समान होना चाहिए।
(ब) हर्बर्ट साइमन का यथार्थ-मूल्य द्विभाज्य
(स) पर्यवेक्षण का महत्व
(द) मुख्यालय और उसकी भूमिका
Write notes on any three of the following in not more than 200 words :

(c) Significance of supervision
(d) Headquarters and its role.
भारत में लोक उपक्रमों के विभिन्न प्रकार प्रस्तुत कीजिए। इनमें से आप किस एक को सर्वोत्तम मानते हैं तथा क्यों? अपने उत्तर के समर्थन ने तर्क दीजिये।
Delicate various forms of Public Enterprises in India. Which one of these you consider best and why. Give arguments in support of your answer.
लोक प्रशासन के शास्त्रीय सिद्धान्त की मुख्य विशेषतायें क्या है? उनकी सीमाओं का परीक्षण भी कीजिए।
What are the main characteristics of classical theory of Public Administration? Also examine their limitations.
‘प्रशासन में नेतृत्व’ के क्या अर्थ होते हैं? ब्लेक तथा मूटन द्वारा प्रतिपादित नेतृत्व की शैलियों को स्पष्ट कीजिये।
What is meant by ‘Leadership in Administration’? Explain the styles of Leadership as propounded by Blake and Mouton.

खण्ड-ब (Section-B)

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
(अ) कैरियर विकास
(ब) वर्धमान बजटन
(स) कार्य अध्ययन
Write notes on any two of the following in not more than 300 words :
(a) Career development
(b) Incremental budgeting
(c) Work study
‘प्रशासनिक विधि’ की परिभाषा दीजिये और उसका विधि के शासन से विभेद कीजिये।
‘Define Administrative Law and distinguish it from the Rule of Law.
विकास प्रशासन की मुख्य विशेषताओं का उल्लेख कीजिए। इसके संदर्भ में प्रशासनिक विकास की अवश्यकता का परीक्षण भी कीजिये।
Bring out the salient features of Development Administration. Also examine the need for Administrative Development in its context.
‘‘सरकार में बजट-निर्माण एक लम्बा कार्य है।’’ उसकी प्रक्रिया को समझाइये। निष्पादन बजटिंग के लाभों की विवेचना भी कीजिए।
“Preparation of Budget in Government is a lengthy exercise.” Explain its process. Also discuss the advantages of Performance Budgeting.
