निर्देषः- 1. कुल पाँच प्रश्नों के उत्तर दीजिए। प्रत्येक खण्ड से कम से कम दो प्रश्न करना अनिवार्य है।

खण्ड-अ (Section-A)

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 200 शब्दों से अधिक की न हो :
(अ) राजनीति प्रशासन द्विभाजन उपागम
(ब) प्राधिकार एवं उत्तरदायित्व
(स) तटस्थता एवं अनामता के सिद्धान्त
(द) लेखा-परीक्षण का लेखांकन से पृथक्करण
Write notes on any two of the following in not more than 200 words :
(a) Politics Administration dichotomy approach.
(b) Authority and Responsibility.
(c) Principles of Neutrality and Anonymity.
(d) Separation of Audit from Accounts.
नवीन लोक प्रबंध की अवधारणा के विकास एवं उसकी मुख्य विशेषताओं की विवेचना कीजिये।
Discuss the evolution of the concept of New Public Management and its main characteristics.
संगठन के शास्त्रीय सिद्धांत की प्रमुख विशेषताओं की विवेचना कीजिये तथा प्रशासनिक चिंतन में इसके योगदान का आलोचनात्मक परीक्षण कीजिये।
Discuss the main characteristics of classical theory of Organisation and critically examine its contribution to the administrative thought.
‘‘जिस तरह प्राधिकार प्रबंधक के कार्य की कुंजी है, उसी भांति प्राधिकार का प्रत्यायोजन संगठन की कुंजी है।’’ विवेचना कीजिये।
Just as authority is the key to the Manager's job, delegation of authority is the key to the Organisation.” Discuss.

खण्ड-ब (Section-B)

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
(अ) एक स्वस्थ पदोन्नति नीति विवेकपूर्ण कार्मिक प्रशासन का आधार है।
(ब) लोकनीतियों के निर्माण में गैर सरकारी संगठनों की भूमिका।
(स) क्या प्रशासनिक सुधार प्रशासनिक कार्यकुशलता बढ़ाने व उसे प्रभावकारी बनाने में सहायक है?

(b) Role of Non-Governmental Organisations in the formulation of Public Policies.

प्रशासन पर न्यायिक नियंत्रण से क्या तात्पर्य है? न्यायिक नियंत्रण के मुख्य स्वरूपों एवं विधियों का विवेचन भी कीजिये।
What is meant by Judicial Control over Administration? Also discuss the main forms and methods of Judicial Control.
विकास प्रशासन के आर्थिक एवं सामाजिक-सांस्कृतिक संदर्भ की सविस्तार व्याख्या कीजिये।
Explain in detail economic and socio-cultural context of Development Administration.
लोकतंत्र में लोकनीति की अवधारणा एवं उसके महत्व का परीक्षण कीजिये। लोकनीति निर्माण के विभिन्न प्रतिमानों की विवेचना कीजिये।
