खण्ड-अ(Section-A)

निम्नलिखित में से किन्हीं तीन पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 200 शब्दों से अधिक की न हो :
(अ) वर्तमान में लोक प्रशासन और निजी प्रशासन एक दूसरे के समीप आ रहे हैं।
(ब) हाल ही के वर्षों में ‘नियन्त्रण के क्षेत्र’ के विचार में सम्पूर्ण परिवर्तन आ गया है।
(स) लोक सेवकों की तटस्थता।
(द) नेतृत्व की शैलियां।

मैक्स वेबर के ‘अधिकार तंत्र’ के सिद्धान्त की आलोचनात्मक समीक्षा कीजिए। वर्तमान समय में इसकी क्या प्रासंगिकता है।
Critically examine Max Weber's theory of ‘Bureaucracy.’ What is its relevance in present times?
नूतन लोक प्रशासन आन्दोलन क्या है? लोक प्रशासन विषय के विकास में इसकी सफलताओं और विफलताओं की आलोचनात्मक समीक्षा कीजिए।
What is New Public Administration Movement? Critically analyse its success and failure in the development of the discipline of public administration.

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
(अ) नीति निर्माण के चरण
(ब) कार्यनिष्पादन बजट
(स) प्रशासन पर न्यायिक नियन्त्रण के साधन

(c) Means of Judical control over administration
प्रशासकीय सुधारों की क्या समस्याएं हैं? इनके समाधान के लिये सुझाव प्रस्तुत कीजिए।
What are the major problems of administrative reforms? Suggest ways to overcome them.
विकास प्रशासन की तकनीकों तथा कार्य योजनाओं की आलोचनात्मक समीक्षा कीजिये।
Critically analyse the techniques and strategies of Development Administration.
अभिप्रेरणा की अवधारणा को स्पष्ट कीजिए। मैस्लो व हर्जबर्ग के अभिप्रेरणा सिद्धान्त में योगदान की व्याख्या कीजिए।
Clarify the concept of motivation. Discuss the contribution of Maslow and Herzberg to motivation theory.
