UPPCS Mains Questions for Public Administration (First Paper)2002

निर्देषः-

1. कुल पाँच प्रश्नों के उत्तर दीजिए। प्रत्येक खण्ड से कम से कम दो प्रश्न करना अनिवार्य है।

2. सभी प्रश्नों के अंक समान हैं।

खण्ड-अ(Section-A)

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 200 शब्दों से अधिक की न हो :
(अ) विकास प्रशासन के पारिस्थितिकी क्षितिज
(ब) ‘व्यवहारवादी उपागम’ की विशेषतायें
(स) मानव संबंध आन्दोलन
(द) क्या लोक प्रशासन एक विज्ञान है?
Write short note on any three of the following in not more than 200 words each :
(a) Ecological dimension of development administration.
(b) Characteristics of Behavioural Approach.
(c) Is Public Administration a science?
‘‘प्रशासन का प्रारम्भ होता है जहां नीति समाप्त होती है।’’ उक्त कथन के संदर्भ में लोक प्रशासन विषय के विकास एवं वर्तमान स्थिति की विवेचना कीजिए।
“Administration begins where the policy ends.” In the light of this statement discuss the present status and the growth of the discipline of public administration.
संगठन के सिद्धान्त के रूप में मैक्स वेबर के ‘‘नौकरशाही मॉडल’’ का आलोचनात्मक परीक्षण कीजिए।
Critically examine the ‘Bureaucratic Model’ of Weber as a principle of an organisation.
‘‘जिस तरह सत्ता प्रबंधक के कार्य की कुंजी है, उसी भांति सत्ता का प्रत्यायोजन संगठन की कुंजी है।’’ विवेचना कीजिए।
“Just as authority is the key to the manager's job, delegations of authority is the key to the organisation.” Discuss.

खण्ड-ब (Section-B)

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
(अ) नवीन लोक प्रशासन के लक्ष्य एवं प्रमुख विशेषतायें।
(ब) लोक निगमों की प्रबंधकीय समस्यायें।
(स) साइमन का निर्णयन प्रक्रिया में योगदान
Write short note on any two of the following in not more than 300 words :
(a) Goals and salient features of New Public Administration
(b) Managerial problems of Public Corporations
(c) Simon's contribution in decision making process
भारत में बजट को तैयार करने में वित्त मंत्रालय और प्रशासनिक मंत्रालयों के संबंधों का परीक्षण कीजिए।
Examine the relationship between the Finance Ministry and administrative ministries in the preparation of budget in India.
तुलनात्मक लोक प्रशासन के उद्देश्यों, क्षेत्र तथा महत्व की विवेचना कीजिए।
Discuss the objectives, scope and significance of Comparative Public Administration.
भारत में लोकनीति निर्धारण के अभिकरणों की भूमिका का परीक्षण कीजिए।
Examine the role of Public Policy making organs in India.
