निर्देषः-

1. परीक्षार्थियों को प्रश्न संख्या 1 एवं 6 के उत्तर देना अनिवार्य है और शेष प्रश्नों में से तीन से अधिक का उत्तर नहीं देना चाहिए।

2. सभी प्रश्नों के अंक समान हैं।

खण्ड-अ(Section-A)

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 200 शब्दों से अधिक की न हो :
(अ) ‘‘प्रशासन को केवल कानूनों के आधार पर ही नहीं चलाया जा सकता है; उसके सफल परिचालन के लिए सामाजिक साम्यता अत्यावश्यक बन गई है।’’
(ब) मैसलों के ‘आवश्यकता सोपान’ के सिद्धान्त ने प्रशासनिक विचार को अत्यधिक प्रभावित किया है। उसके मानवीय आवश्यकताओं का एक आरोही-क्रम में आयोजित किया।
(स) सेकलर-हडसन के शब्दों में ‘‘प्रत्येक व्यक्ति के लिये एक अलग अधिकारी की पुरानी अवधारणा जटिल शासकीय स्थितियों में वास्तव में मुश्किल से पाई जाती है।
(द) अलैक्जेण्डर हैमिल्टन कहते हैं, ‘‘बोर्डो में वृहत् जमावड़ों की असुविधा का एक भाग दृष्टिगत होता है। उनके निर्णय अधिक धीमी गति से होते हैं तथा उनकी ऊर्जा कम होती है और उनके उत्तरदायित्व अधिक बिखरे होते हैं।’’
Write short note on any two of the following in not more than 200 words each :
(a) “Administration cannot be carried on only by laws; social equality has become very essential for successful running the administration.”
(b) Malsow's theory of ‘hierarchy of needs has influnced administrative thought greatly. He arranged the human in an ascending order of Hierarch.
(c) In the words of Seckler-Hudson “the old concept of one single boss for each person in seldom found in fact in complex governmental situation.
(d) Alexander Hamilton says, “Board partake of a part of the inconvienence of larger assemblies. Their decision are slower their energy less, their responsibilities more diffused.
‘नवीन लोक प्रशासन’ आंदोलन के इतिहास का वर्णन कीजिये तथा उसके प्रमुख लक्षणों का परीक्षण कीजिये।
Trace the history of ‘New Public Administration movement and examine its salient features.
‘प्रत्यायोजन’ की अवधारणा की व्याख्या कीजिये और आधुनिक लोक प्रशासन के संदर्भ में उसकी भूमिका की आलोचनात्मक समीक्षा कीजिये।
Explain the concept of ‘Delegation’ and critically examine its role in the context of modern public administration.
प्रशासन में ‘नेतृत्व’ की भूमिका का विश्लेषण कीजिये। प्रशासन में नेताओं द्वारा अपनायी गई विभिन्न शैलियों का विवेचन भी कीजिये।
Analyse the role of ‘leadership’ in administration. Also discuss the various styles which leader adopt in administration.
किसी प्रशासकीय संगठन के मुख्य कार्यपालक की भूमिका का विवेचन कीजिये। उसके मुख्य कार्यों की समीक्षा भी कीजिये।
Discuss the role of the Chief Executive of an administrative organisation. Also examine his main functions.

खण्ड-ब (Section-B)

निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
(अ) लेखा-परीक्षण से लेखांकन का पृथक्करण
(ब) प्रशासन पर नागरिकों का नियन्त्रण
(स) लोक-नीतियों के निर्माण में गैर सरकारी संगठनों की भूमिका
Write short note on any two of the following in not more than 300 words each :
(a) Seperation of accounting Audit.
(b) Citizen's control over Administration.
(c) Role of Non-Governmental organisation in the formulation of public policies.
कार्मिक प्रशासन में भर्ती की भूमिका का आलोचनात्मक समीक्षण कीजिये। भर्ती की खुली प्रणाली के गुण और दोषों का परीक्षण भी कीजिये।
Critically analyse the role of recruitment in personal administration. Also examine the merits and demerits of an open system of recruitment.
‘‘परम्परागत बजट प्रणाली में बेसिक त्रुटियों के होते हुए और बार बार निष्पादन बजट प्रणाली पर जोर देने के बाद भी परम्परागत बजट प्रणाली अभी भी परिचालन में हैं।’’ इस कथन का आलोचनात्मक परीक्षण कीजिए।
“Inspite of the basic flaw in the tradition budgeting and repeated emphasis on performances budgeting the trations budgeting is still in operation.” Critically examine the statement.
प्रत्यायोजित विधि निर्माण की परिभाषा कीजिये। ऐसी विधि निर्माण व्यवस्था के लाभ और हानियों का आलोचनात्मक परीक्षण कीजिये।
Define ‘Delegated Legislation’. Critically examine the advantages and disadvantages of delegated legislation.
तुलनात्मक लोक प्रशासन के अध्ययन में प्रो० रिग्स के योगदान की आलोचनात्मक समीक्षा कीजिये।
Critically examine the contribution of Prof. Riggs in the study of comparative Public Administration.
