Temple Regulation in India

In March 2024, the Karnataka Legislative Assembly passed Karnataka Hindu Religious Institutions and Charitable Endowments (Amendment) Bill, 2024, which seeks to regulate temples in Karnataka by amending the 1997 Act.

Key Provisions

  • Mandatory Contributions:
    • 10% from temples earning above Rs. 1 crore.
    • 5% from temples earning above Rs. 10 lakh.
    • Funds will support priests’ welfare and the development of temples earning below Rs. 5 lakh.

Constitutional Provisions

  • Article 25(2): Allows state regulation of religious institutions.
  • Article 26: Guarantees religious groups the right to manage their institutions, subject to public order.
