Role of Panchayats in Service Delivery
The Mysuru Declaration on Panchayat Service Delivery was signed recently at a workshop organised by the Ministry of Panchayat Raj. The proclamation recognises the Panchayats as the Heart of Governance, providing Citizen Centric Services.
Constitutional and Legal Aspect of Panchayati Raj Institutions (PRIs)
- Article 40 made a mention of panchayats and Article 246 empowers the state legislature to legislate with respect to any subject relating to local self-government.
- 73rd and 74th constitutional amendments added two new parts to the Constitution, namely, added Part IX titled “The Panchayats” and Part IXA titled “The Municipalities”.
