Personal Rights

  • The Constitution guarantees many rights to the citizens like under article 14 to 32 and others, but in regard to the public servants, the state regulates their personal conduct and private relationships which tends to affect their integrity, reputation, confidence and the dignity of the public office.
  • Therefore, the governments through Civil Servants Conduct Rules and Codes, All India Service Conduct Rules, 1968 (applicable equally to the IAS, IPS and the IFoS)under the All India Services Act, 1951 prescribes and regulates the required behaviour from the public employees.
