Toll Operate Transfer (TOT) Model

On 29th October, 2023, the National Highways Authority of India (NHAI) awarded two highway monetisation projects worth Rs 6,584 in the toll, operate, and transfer (TOT) mode.

  • In 2016, the Cabinet Committee on Economic Affairs (CCEA) authorized NHAI to monetize public-funded national highway projects through the TOT model.
  • Under this model, operational projects are bid out for a predetermined concession period (30 years) to concessionaires against upfront payments.
  • Concessionaires manage toll collection and maintenance obligations.
  • This transparent procurement process aims to utilize generated funds for future highway development, even in challenging areas, encouraging private participation in the sector.
