Toll Operate Transfer (TOT) Model

On 29^th October, 2023, the National Highways Authority of India (NHAI) awarded two highway monetisation projects worth Rs 6,584 in the toll, operate, and transfer (TOT) mode.

• In 2016, the Cabinet Committee on Economic Affairs (CCEA) authorized NHAI to monetize public-funded national highway projects through the TOT model.
• Under this model, operational projects are bid out for a predetermined concession period (30 years) to concessionaires against upfront payments.
• Concessionaires manage toll collection and maintenance obligations.
• This transparent procurement process aims to utilize generated funds for future highway development, even in challenging areas, encouraging private participation in the sector.
