​Nationwide DLC Campaign 3.0

The Department of Pension & Pensioners' Welfare (DoPPW) has launched Nationwide DLC Campaign 3.0 in November 2024, enabling pensioners to submit life certificates digitally using Face Authentication technology.

  • The nationwide campaign, running throughout November 2024, aims to simplify the life certificate submission process for pensioners by utilizing Aadhaar-based Face Authentication on Android smartphones.
  • Previously, pensioners had to visit Pension Disbursing Authorities in person, which was challenging for elderly pensioners, but the introduction of Digital Life Certificates (Jeevan Pramaan) in 2014 and Face Authentication technology in 2021 eliminated the need for biometric devices.
  • In 2022, the DoPPW organized a campaign across 37 locations, generating 1.41 crore Digital Life Certificates (DLCs), and in 2023, the campaign expanded to 100 locations, producing over 1.47 crore DLCs.
  • This year, Campaign 3.0 will cover 800 locations across India, with special arrangements for super-senior and disabled pensioners, including home visits, ensuring accessibility for all pensioners, even those with limited mobility.
  • Key partners, such as Banks, India Post Payments Bank, UIDAI, and ministries like Defence, Railways, and DoT, will collaborate to support pensioners in submitting their certificates digitally, with assistance available through social media outreach and the DLC Portal.
