Energy Savings Certificates
- PAT is a market-based mechanism to enhance cost effectiveness through certification of excess energy savings in energy intensive industries that can be traded.
- An ESCertis an instrument issued by an authorized body guaranteeing that a stipulated amount of energy savings has been achieved and has entered the Indian Energy Efficiency mandate under the PAT scheme
- The Energy Conservation Act provides for the issuance of energy saving certificates(ESCerts) for energy savings over and above the stipulated SEC reduction target.
- Central Electricity Regulatory Commission (CERC) is the Market Regulator and Bureau of Energy Efficiency is Administrator for the trading of ESCerts.
