​Ethical Framework for Civil Servants

The current set of ‘enforceable norms’ are ‘Conduct Rules’, prescribed in the Central Civil Services (Conduct) Rules - 1964 and analogous rules applicable to members of the All India Services or employees of various State Governments.

Broadly, the main values by which the Public Servants of India shall be guided are as follows:

  • Integrity, impartiality, commitment to public service
  • Devotion to service
  • Allegiance to the various ideals enshrined in the preamble to the Constitution
  • Apolitical functioning
  • Good governance for betterment of the people
  • Duty to act objectively, impartially, honestly and equitably
  • Accountability and transparency in decision-making
  • Act with integrity and in a courteous and just manner
