Non-Compliance in Organ Transplant Data Sharing

On 19th March 2025, the Union Government expressed serious concern over hospitals failing to update organ transplantation data with the Ministry of Health and Family Welfare, undermining the National Transplant Registry’s purpose.

Non-Compliance Issues: Many registered transplant hospitals have persistently failed to submit daily and monthly data, hindering transparency and equitable organ allocation.
Legal Mandate: Under Section 13D of the Transplantation of Human Organs and Tissues Act (THOTA), 1994, National Organ and Tissue Transplant Organization (NOTTO) is responsible for maintaining a National Transplant Registry.
Mandatory Reporting: Hospitals must update transplant data on the NOTTO web portal and register living donor transplants within 48 hours.
State Intervention: State Health Secretaries and the State Appropriate Authority (SAA) have been directed to enforce compliance and take action against violators.
Foreign Transplants Surge: The Health Ministry flagged a rise in organ transplants for foreign nationals, necessitating stricter monitoring and enforcement of regulations.
