In 1969, a three- member committee was appointed under the chairmanship of Dr. P.V. Rajamannar to examine the entire question of Centre-state relations.
The committee observed tendencies of centralisation in the country and made following recommendations:
Set up an Inter-State Council;
Make Finance Commission a permanent body;
Replace Planning Commission with a statutory body;
Omit the provision that the state ministry holds office during the pleasure of the governor;
Certain subjects of the Union List and the Concurrent List should be transferred to the State List;
the residuary powers should be allocated to the states; and
