Need
- Perpetual Election Mode: It is widely assumed that Indian politics is perpetually in election mode. Elections to about 5-7 State Assemblies are held every year, with the exception of a few years during the Lok Sabha's regular 5-year term.
- Policy and Governance Deficiencies: Politicians' preoccupation with elections leads to a perpetual campaign mode, which obstructs decision-making. Other development programmes, welfare programmes, capital projects, and other initiatives have been largely halted pending the implementation of the Model Code of Conduct (MCC), resulting in a policy and governance gap.
