Restructuring of Skill India Programme

On 7th February 2025, the Union government approved the restructuring of the Central Sector Scheme Skill India Programme (SIP), with a budget of Rs. 8,800 crore for three years ending in 2025-26.
Key Points
- Scheme Integration: The Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0), Pradhan Mantri National Apprenticeship Promotion Scheme (PM-NAPS), and Jan Shikshan Sansthan (JSS) Scheme are now combined under the composite Central Sector Scheme of “Skill India Programme”.
- Skill Development Focus: The initiative will offer short-term training, on-the-job learning, and community-based vocational education to both urban and rural populations, including marginalized communities.
- Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0): Covers individuals aged 15 to 59 years, introducing over 400 new courses in AI, 5G, cybersecurity, green hydrogen, and drones, with a national pool of one lakh assessors and trainers being developed.
- Pradhan Mantri National Apprenticeship Promotion Scheme (PM-NAPS): Supports apprentices aged 14 to 35 years, with the government covering 25% of stipends (up to Rs. 1,500 per apprentice per month) via Direct Benefit Transfer (DBT).
- Jan Shikshan Sansthan (JSS) Scheme: Targets youth aged 15 to 45 years, offering low-cost, flexible vocational training focused on women, rural communities, and economically disadvantaged groups to promote self-employment and wage-based livelihoods.
- Economic Alignment: The Skill India Programme will contribute to Periodic Labour Force Survey (PLFS) data, ensuring policies remain aligned with industrial and economic trends.
