Transforming Urban Governance

The Ministry of Urban Development has evolved a new reform matrix to enable State and City Governments to transform urban governance, planning and finance.

Five Major Reforms

• The Ministry discussed a set of five major reforms with States and Union Territories at a ‘National Workshop on Urban Development’ held in New Delhi on February 28.
• These five reforms include:
  1. Moving to a Trust and Verify Approach
  2. Formulating Land Titling Laws
  3. Credit Rating of Urban Local Bodies
  4. Value Capture Financing
  5. Improving Professionalism of ULBs
