Rule 176 vs Rule 267 of Rajya Sabha

Since the start of the Monsoon Session of Parliament, proceedings in the Rajya Sabha have been marred by continuous protests and disruptions over differences between the Opposition and the Government on the nature of discussion on the situation in Manipur.

  • The Opposition is demanding a longer discussion under rule 267, while the Centre is "keen and agreeable" only to a shorter discussion under rule 176.
  • In Rajya Sabha, these are known as the Rules of Procedure and Conduct of Business in the Council of States, and have been in effect since 1964.
