- For the implementation of any welfare policy in India there are multiple agencies involved. For example, at grassroots level for the implementation of MGNREGA, the central government, state administration, local bureaucracy, Panchayats (local administration) participates in allocating funds, choosing beneficiaries, choosing work done, etc. which leads to confusion and lack of co-ordination impacts successful implementation of the policy.
- The use of top-down approach of policy making instead of bottoms-up approach leads to various follies such as – inclusion-exclusion errors, needs of the people not properly understood, etc.
