Explanation :

• The Convention on Cybercrime, also known as the Budapest Convention, is the first global treaty seeking to address Internet and cybercrime by harmonising national laws, improving investigative techniques and increasing cooperation among nations.
• Its main objective, set out in the preamble, is to pursue a common criminal policy aimed at the protection of society against cybercrime, especially by adopting appropriate legislation and fostering international co-operation.
• The Convention and its Explanatory Report was adopted by the Committee of Ministers of the Council of Europe at its 109th Session on 8 November 2001.
• It was opened for signature in Budapest, on 23 November 2001 and it entered into force on 1 July 2004.
• As of September 2019, 64 states have ratified the convention, while a further four states had signed the convention but not ratified it.

Explanation :

• The idea of Fundamental Duties is inspired from the Constitution of Russia.
• The fundamental duties were incorporated in Part IV-A of our constitution by 42^nd Constitutional Amendment Act, 1976,on the recommendations of Swaran Singh Committee.
• All the eleven duties are listed in Article 51-A of the Constitution.
• The fundamental duties serve as a reminder to citizens that while enjoying their rights, they have also to be quite conscious of duties they owe to their country and society .
