On 23rd April 2025, the Cabinet Committee on Security (CCS), India’s apex body on national security, announced a series of stern actions against Pakistan in response to the Pahalgam terror attack in Jammu and Kashmir.

  • Indus Waters Treaty Suspended: The 1960 water-sharing treaty, brokered by the World Bank, has been held in abeyance until Pakistan verifiably stops supporting cross-border terrorism.
  • Attari-Wagah Border Closure: The Integrated Check Post will shut immediately. Valid entrants may return via this route only until 01 May 2025.
  • SAARC Visa Exemption Cancelled: Pakistani nationals are barred from travel under SVES; existing visas stand revoked. Those in India must leave within 48 hours.
  • Military Attachés Expelled: Pakistani naval and air advisers in Delhi declared Persona Non Grata; India to withdraw corresponding officials from Islamabad. Five support staff also recalled.
  • High Commission Downsizing: Diplomatic staff strength at both High Commissions to be reduced from 55 to 30 by 01 May 2025.
  • Security Alert: All Indian security forces are on high alert. India reaffirmed commitment to justice and vowed to hold perpetrators and their sponsors accountable, citing the recent extradition of Tahawwur Rana as precedent.
