India Justice Report 2025

On 15th April 2025, the fourth Indian Justice Report 2025 (IJR 2025) was released. It was initiated by the Tata Trusts and supported by several civil society organisations and data partners.
Parametres
IJR 2025 tracked the performance of States across the following four areas:
- Police
- Judiciary
- Prisons
- Legal Aid
Key Findings
- Best Performers: All the top spots in the large and mid-sized category were taken by southern states - Karnataka, Andhra Pradesh, Telangana, Kerala and Tamil Nadu.
- Bottom Performers: West Bengal came at the bottom, followed by Uttar Pradesh, Uttarakhand, Jharkhand and Rajasthan.
- Police-Population Ratio: Nationally, the police-population ratio remained stagnant at 155 police personnel per 100,000 population, significantly below the sanctioned strength of 197.5.
- Finances: Most of the money allotted for budgets in the criminal-justice system goes into paying salaries, with very little left for infrastructure development. This directly impacts training, which results in the quality of policing and judicial services.
- Women in Senior Positions: There are fewer than 1,000 women in senior positions among the 20.3 lakh personnel in the police force. Not a single State or Union Territory has met their own reserved quotas for women in the police.
- CCTV & Women Help Desk: About 17% of police stations in the country do not have a single CCTV. Nearly three in 10 police stations do not have women help desks.
