Comprehensive Strategic Partnership between India and Vietnam

At the invitation of the Prime Minister Narendra Modi, the Prime Minister of Viet Nam, Pham Minh Chinh paid a State Visit to India from 30th July to 1st August 2024, along with a high level official delegation including Ministers and leaders of many ministries of Viet Nam.

Political Relations

  • Delegation talks between Viet Nam and India were warm and friendly. Prime Minister Pham Minh Chinh congratulated Prime Minister Modi on his third term, expressing confidence in India's continued growth.
  • The leaders reviewed their Comprehensive Strategic Partnership, agreeing to further cooperation in geopolitical contexts, support for the Global South, and strengthening bilateral relations in diverse fields, including trade, defense, technology, and culture.
  • They also welcomed the Plan of Action for implementing the partnership.

Economic and Trade and Investment

  • The leaders of India and Viet Nam agreed to strengthen cooperation in trade, investment, and technology, aiming to elevate bilateral trade beyond the current US$ 15 billion.
  • They discussed removing trade barriers, promoting investment flows, and enhancing collaboration in various sectors such as renewable energy, digital technology, and agriculture.
  • Both nations emphasized cooperation in marine sciences, oil and gas, e-commerce, and critical industries like rare earth elements and semiconductors.

Defence and Security Cooperation

  • The leaders commended the effective implementation of the Joint Vision Statement on India-Viet Nam Defence Partnership and agreed to further enhance cooperation in defense, human resource development, peacekeeping, cybersecurity, maritime security, and disaster management.
  • They welcomed the signing of Loan Agreements under the US$ 300 million Line of Credit for defense procurement.

Innovation and Science and Technology Cooperation

  • The leaders emphasized cooperation in digital technologies, renewable energy, biotechnology, atomic energy, and the establishment of an ASEAN-India data facility in Viet Nam.

Development, Culture, Tourism Cooperation and People-to-People Exchange

  • The leaders appreciated Mekong-Ganga Cooperation projects, educational scholarships, and the establishment of software and army software parks in Viet Nam.
  • They encouraged student and faculty exchanges, increased direct flights for tourism, and greater Buddhist cultural exchanges. India’s restoration work on My Son UNESCO World Heritage Site was acknowledged.
  • They also supported International Day of Yoga events in Viet Nam and promoted traditional medicine cooperation.

Regional and International Relations

  • The leaders reaffirmed ASEAN's key role, supported maritime peace under UNCLOS, condemned terrorism, and emphasized international cooperation, including Viet Nam's support for India’s UN Security Council membership.
